It can often make for a beautiful tattoo to have words printed on the skin in a foreign language. People often opt for the romantic languages, French and Spanish, but some also choose Chinese and Hebrew. When deciding how to choose Hebrew tattoos, the key is to find something (generally a word or phrase) that means something to the client, translating it into Hebrew and tattooing it to the skin.
The next thing would be if the client wants to add a specific design to the words, like a graphic or picture. One of the ones used frequently is a set of wings with the words in between the two. Depending what the phrase or word is, any kind of picture could be chosen. For example, if the phrase is in regard to freedom, a butterfly would make a beautiful graphic to add.
One may want to look to celebrities for inspiration on what to choose and where to put it. Some of them have chosen religious phrases and have placed them on different parts of the body, including as an arm band, lower back and running down the spine (which can be rather painful as it hits a lot of bone).
